Retitled and new PC vs. PC note

Based on feedback from the FitD #hack_talk Discord, I've change the name to be more in line with Blades. I've also added a section about PC vs. PC conflicts and obtaining player consent, which is likely to come up with a playbook built around exploiting and betraying others.
